This PR broke the layout_transform template used in graph tuner. https://github.com/apache/tvm/blob/54c995dbf7c96c1184c2baf64de87bc9566fe33a/python/tvm/autotvm/graph_tuner/base_graph_tuner.py#L54-L62 I want to revert this PR. By design, the search space should have at least a length of 1.
