This patch introduces tracker support for iOS roc application. That is
mandatory functionality for auto tuning process for iOS platform.
This is a port of app/cpp_rpc sources.

* Changes in build process
- Use tvm_runtime as external module (allow to avoid source inclusion)
- Search TVM sources and modules via build variables TVM_ROOT and
TVM_BUILD_DIR
- Disable 32 bit build.
- Add verification build step to check compatibility with TVM prebuilt
artefacts
