It looks like which version of h5py you get might depend on your pip version:
```
-> % pip install h5py
Collecting h5py
Downloading
h5py-3.3.0-cp38-cp38-manylinux_2_12_x86_64.manylinux2010_x86_64.whl (4.5 MB)
```
I think we should keep that constraint in there.
