Review comment:
       It looks like an old line. I have modified it already to state that the 
tir is picked up to generate 'c' code which envelops CMSIS-NN APIs. **I will 
need to add an example for softmax**. The plan is already present towards the 
end of the RFC which details the order in which the support will be provided.
