Regarding point 3, it is indeed required for P3. Having the relay_to_tir extension alone wouldn't be sufficient to get rid of the custom lower_to_te pass, we'd need a relay->TE (unscheduled) lowerer specifically. If that does happen to land in time though, I'd be happy to upgrade to it.
