Sorry, it seems that I misunderstood the use of InferType. This pass should be called every time a new function is generated and pushed into the IRModule. So the "bug" word in the title is misused. However, I found it redundant to use InferType so many times and want to only use one time after I completely build the IRModule. I think that's my commit is working on. I'm not sure who to cc, so just casually call some guys. cc @junrushao1994 @jroesch.
