Heterogeneous module partitioned by BYOC has functions nodes without any VirtualDevice definition (having FullyUnconstrained device). Ignoring the device here causes expr_virtual_devices_ being empty when PopVirtualDevice is called assuming above PushVirtualDevice is succeeded.
