    Disable the flaky test of local_store_test
    
    ### Why are the changes needed?
    
    I don't find out the flaky root cause for this test case, so disable it to 
avoid continous failure
    
    ### Does this PR introduce _any_ user-facing change?
    
    No.
    
    ### How was this patch tested?
