Log:
managementnode.php, ex_MX/vcl.po, fr_CA/vcl.po, pt_PT/vcl.po, and
vcl.po.template: modified addEditDialogHTML: tooltips for natpubliciphelp and
natinternaliphelp had placeholders instead of actual text; added help text and
updated in locale .po files
