I can reproduce this in Opera with the examples from the Wicket website: 
http://www.wicketstuff.org/wicket13/ajax/modal-window.1

And info fromt he Opera browser:
Version - 9.22
Build - 8801
Platform - Win32
System - Windows XP
Java - Sun Java Runtime Environment version 1.6
XHTML+Voice - Plug-in not loaded

When you click the "show modal dialog with a page"  link on the forementioned 
URL, the modal dialog opens, but nothing is loaded into it. The cursor becomes 
a "loading" cursor and nothing happens.

(there also seems to be a sort of redraw issue in Opera when closing the modal 
dialogs. the bottom part of the screen does not get redraws upon closing the 
dialg/
