I missed encoding "ignoreIfNotActive=true" for an IActivePageBehavior.LISTENER
in UrlCompressingWebCodingStrategy.
See "Fixing AbstractAjaxBehavior.getCallbackUrl(boolean onlyTargetActivePage)"
above.
