RFC 2396 states that the colon is a reserved symbol in query strings. Thus,
anything after a ? needs to have the colon encoded. Anything prior to a ? can
have a colon.
The WicketURLEncoder / WicketURLDecoder I created in the patch tries to capture
these rules.
I'll have to look at the examples above.
