when the page HTML file is located on the path, that contains _to_ in name (and
to is not ment as a locale), (ResourceNameIterator:103) matches this position,
(ResourceNameIterator:115) founds it, the path is shortened
(ResourceNameIterator:153) and the whole process results in the HTML resource
not being found.
