FormComponent cookie persistent issue

The FormComponent doesnt persistent the cookie correct when there is no context
path and the cookie is created on a mounted page. The cookie is created by
cannot be retrieved again from the formcomponent. Either the retrieval logic is
wrong or the cookie is created wrongly.
