problems with ISO-8859-1 to UTF-8 convertion

With WICKET-2451was introduced new logic that allows to create property files
on UTF-8. Old property files in ISO-8859-1 are supposed to be converted on the
fly to UTF-8. Don't know exactly what is failing but the result is that pages
that displayed fine with wicket-1.4.1 no longer do with 1.4.2. I attach a
quick-start showing the problem.
