I suggest to switch to XML file encoded in UTF-8, like already done for Russian.
Both Bulgarian and Russian use Cyrillic alphabet which has nothing in common
with Latin alphabet. Although some of the Cyrillic letters look the same as
some Latin letters, they have different codes.

So instead of escaping every letter, it would be much more convenient to switch
to UTF-8 encoding, supported only by XML property files.
I attach the respective Application_bg.xml. It is intended to replace
Application_bg.properties.
I have tried to improve some of the wording and also added PagingNavigator.*
entries.
