no, it does not make sense to create the listchoice without a model, because 
then it cannot save the selection anywhere.

the constructor without a model exists to support compoundpropertymodels which 
are implicitly resolved when used.

the exception you have pasted is incorrect, there should have been another 
exception before it stating that the component could not save its value because 
it could not find a model.
