TextTemplateResourceReference should be registered into the
ResourceReferenceRegistry because otherwise the next request is served by
PackageResourceReference

The title says it all.
If the TextTemplateResourceReference is not registered then
BasicResourceReferenceMapper receives autocreated PackageResRef which doesn't
make variable substitutions.
