It is not used anymore internally by Wicket anymore but may be used by user
applications. For example if an application do not want to return error/failure
state in Ajax response then it can return this IRequestHandler in
IRequestCycleListener#onException().
EmptyAjaxRequestTarget was used in the request handling code in 1.4.x but it is
no more in use with the new impl in 1.5.x
