Fix Version/s: 6.8.0

Extra note: this change makes wicket-ajax-jquery-debug.js depending on
wicket-ajax-jquery.js. I see no use case when the debug window will be used
without wicket-ajax.js. The throttling can be easily implemented with
clearTimeout/setTimeout if needed.
