WICKET-6622 Always put IComponentResolvers (Enclosure) in the beginning of
MarkupContainer#children list so that its #onConfigure() is called before its
controlling child's onConfigure()
This way Enclosure#onConfigure() can use #setVisibilityAllowed() to control the
visibility of all its first level children
