Review Comment:
I have merged the two branches, cherry-picked them to 9.x and deprecated
`LazyStringResponse` in 9.x.
#574 now unifies the two responses and deletes `LazyStringResponse` in 10.x.
If we want to backport this to 8.x, we need to cherry-pick 3 commits from
9.x. The two PRs and the deprecation commit.
