Description:
Currently the Form#validateFormValidator only checks if dependent components
are visible in the page, which causes it to validate forms depending on
components that didn't participate in the form processing like:
* disable form components
* components under a IFormVisitorParticipant parents that returned false in
the #processChildren test
* components inside a form that was not processed because the parent form
specified

The inconsistencies is at Form#validate method. It invokes validateNestedForms
and validateComponents, but only the second one uses a visitor filter testing
for IFormVisitorParticipant#processChildren value.
