UrlRenderer.renderFullUrl discards fragments. On the other hand,
UrlRenderer.renderRelativeUrl does not discard fragments.
My expectation is that both should retain fragments. Essentially renderFullUrl
should return the same url as renderRelativeUrl except fully resolved to an
absolute URL in full host notation.
