[release] Fix deploy_staging_jars.sh: syntax, make executable, disable
build cache
The script had an unterminated quote (swallowing the install/deploy
invocations)
and referenced an undefined ${joined} under 'set -u'. It was also not
executable.
Additionally, the Maven build cache (.mvn/extensions.xml) double-attaches
the
sources jar during a release deploy ('duplicated artifacts attached'), so
pass
-Dmaven.build.cache.enabled=false in the deploy options.
