The three-layer ordering is strong because it keeps agent support grounded in interfaces that help every caller. I’d make the dry-run output a stable contract with the operation, planned metadata writes, required scopes, and an explicit confirmation token; then have the MCP layer consume that same result rather than reimplementing policy.
