Issue: #836 ## What is the purpose of the pull request Adds RFC-3 (`xtable-spark-runtime`, a thin drop-in Spark bundle for in-job metadata sync) to `main` as its own PR, so the design can be reviewed separately from the packaging code in #838. The RFC was reviewed and merged on `branch-0.4` as part of #843. This PR carries that reviewed version, with small edits for `main`. ## Brief change log - Add `rfc/rfc-3/rfc-3.md`, taken from `branch-0.4`. - Link the implementation PRs: #843 (`branch-0.4`, merged) and #838 (`main`). - Note the engine pin per line: Hudi 1.2.1 on `main`, Hudi 0.14.0 on `branch-0.4`. - Reword "This PR delivers" to "The first implementation delivers", since the RFC is now standalone. ## Verify this pull request Documentation only. `./mvnw apache-rat:check` passes. -- This is an automated message from the Apache Git Service.
