Verified on main (3c680ee6) with the repro from this issue, using `--usedeltakernel`. Two re-runs with no new Delta commits exit 0 and log "No new delta commits to sync ... Nothing to sync."; after an append the next sync is incremental and the Iceberg target has all 1500 rows.
