The Maven CI build is regularly cancelled at the 40-minute job limit (for example run 40548693373 on #989). Before #935, `xtable-core` alone took 17 to 27 minutes. It now takes 20 to 30 minutes, and the same IT classes run up to 50% slower on some runners (`ITConversionController` took between 1134 s and 1720 s). This change raises the limit to 60 minutes so slow runners do not fail PRs. Reducing IT runtime can follow separately. -- This is an automated message from the Apache Git Service.
