Add the "-c" option for FSshell -tail to allow users to specify the output
bytes(currently,it's -1024 by default).
For instance:
$ hdfs dfs -tail -c -10 /user/hadoop/xiexs
or
$ hdfs dfs -tail -c+10 /user/hadoop/xiexs
