{{FileSystem}} and {{FileContract}} aren't tested rigorously enough -while HDFS gets tested downstream, other filesystems, such as blobstore bindings, don't. The only tests that are common are those of {{FileSystemContractTestBase}}, which HADOOP-9258 shows is incomplete.
