{{KMSRESTConstants.java}}, {{KEY_OP}} should be {{KEYS}} and value should be
{{keys}}.
{{KMS.java}} should be annotated with Jersey {{@Singleton}} to avoid creating
an instance on every request, it is thread safe already.
