Summary: Bring front page news up to date with current releases

The [front page has a news section|http://hadoop.apache.org/] that stopped
updating for releases in Oct 2013.
We have a [releases page that has a news section that has been kept up to date
AFAICT|http://hadoop.apache.org/releases.html#News]
We should update the front page with entries for 2.3/2.4/2.5 and future minor
releases.
If for some reason we only want a subset of release news to get posted there,
we should lead the section with a note of that fact and a pointer to the
release news page.
