In org.apache.hadoop.fs.TestLocalFileSystem#testFSOutputStreamBuilder a
FSDataOutputStream object is unnecessarily created and not closed, which makes
org.apache.hadoop.fs.TestLocalFileSystem#after fails to delete the folder on
Windows.
