If you create a wasb storage account which is https only, the wasb tests all
fail to instantiate the FS.
Either we fix the tests to support wasbs:// schemas in place of the hard-coded
wasb ones, or we just add a switch to say "all wasb URLs are HTTPS"
happy either way
