Some parts of the code, mostly logging and exception messages, call
URL.toString().
They should use URL.toURI().toString() to avoid network IO.
This is straightforward to do in the explicit and implicit invocations in our
code. It will not detect/fix the case where a URL instance is passed as an
argument to logger methods. That will have to be out of scope
