The files are automatically copied to archive.a.o once they appear in
downloads.a.o - with maybe a few minutes or hours delay.
So all that is really needed is to remove the old releases from
https://dist.apache.org/repos/dist/release/hadoop/

I would suggest removing the links to the older 3.4 releases on
https://hadoop.apache.org/releases.html and just suggesting people go
to https://archive.apache.org/dist/hadoop/ if they want old source
releases.
