Attachment: HADOOP-6269-1.patch
Attaching a file changing type of {{defaultResources}} to
{{CopyOnWriteArrayList}} and removed synchronization totally. Am not attaching
a test case as it is difficult to write a test case which would modify the
{{defaultResources}} while {{loadResources}} is being called in
{{Configuration}}
