Modify ivy configuration to automatically pull down JSure tools.jar

To be able to add JSure annotations to the Hadoop source code it needs to have
JSure's tools.jar to be available during build time. SureLogic shall make this
jar file available through Maven repository. Appropriate modifications are
needed on our side to include it into the build.
