Provide validation of security-related settings on startup

There are several new config settings for security, involving keytab files,
kerberos principals, security filters, etc. that need to be set for a secure
cluster to come up. It'd be nice if on startup, we checked that the required
config values have been set and have something vaguely reasonable for values.
Displaying this information as well would provide a good summary for those
trying to debug cluster security issues.
