Someone needs to update the precommit admin jenkins job that fires off the 
project-specific precommit jobs to understand both jira patch attachment and 
github prs.  (So all of this happens way before Yetus is even invoked.) Until 
then, github PRs will need to be triggered manually in Jenkins.
