This test is really that the file:// FS handles atime too, especially on 
windows. It just looks like atime is so inconsistent for symlinks that we 
should really think about abandoning the test.

certainly, if I tried to run the test on my dev linux VM, it would fail with 
noatime.

If it makes you feel better, I've discovered yesterday that HDFS rename() sets 
the modtime, but POSIX doesn't...
