Is it possible to use

or
[org.apache.http.client.utils.URLEncodedUtils|https://hc.apache.org/httpcomponents-client-ga/httpclient/apidocs/org/apache/http/client/utils/URLEncodedUtils.html]
instead of copying and pasting the code of URIUtil?
