Indeed, Client and Server are currently annotated as 
@InterfaceAudience.LimitedPrivate and @InterfaceStability.Evolving by 
HADOOP-8813.  I think we don't need to change them to public.  Let's continue 
the discussion in HADOOP-12969.

Indeed Client and Server are current annotate as
