If we only care about a service saying whether it considers itself "live', then
extening the Service interface with a ServiceWithLiveness one would let
services set a bit when they considered themselves live. We could also have a
standard "wait until live" mechanism (busy wait? Block on an object?) so that
one thread could wait until another one felt that it was fully up and running...
