A minor note, given HDFS-9579 is only available in release 2.9 while this 
improvement is added to release 2.8, the network distance metrics for HDFS 
won't be useful until 2.9.

BTW, is the network distance metrics something general for all file system or 
it is more specific to HDFS? For example, local file system doesn't need that. 
If it is more HDFS specific, wonder if we should move it to HDFS specific 
metrics.
