I don't have any new pom work to report, since it seemed like the PMC is okay
with the "good faith" solution for now. I think the idea is we refine the
specificity of the L&N in a follow-on JIRA. To just get the releases unblocked,
we use the same mega-L&N for all our deps.
I spent my time going through our deps to correct the NOTICE entries and select
the more permissive license when available. Assuming I interpreted the Apache
requirements correctly, we should be set there.
If we've successfully excised jdiff, I think we're getting close. It'd be good
to also fix the dependency scope of the test-related deps that Billie found,
since it's unlikely we need to bundle junit and mockito.
