Agreed, but as Eric said, adding hadoop-build-tools as a dependency does not
fix the build. (I can reproduce the failure in branch-2.7.3) I'm thinking we
need to move the module definition to fix the build. Should we move the module
definition and change the location in the filesystem?
FYI: Now we can build trunk, branch-2, branch-2.8, and branch-2.7 without any
fix because hadoop-build-tools jar and pom are uploaded to snapshot repository.
