as you note, it's an s3 specific thing...we'll need a specific s3 command 
there. 

for now, the AWS tools do this, they just use a different authentication chain.

FWIW, I'd recommend the account with the rights to create/delete buckets is not 
the one used by applications/users. You don't want to give the account running 
hive queries the right to delete buckets, do you?
