Implement an S3A access policy that provides strong consistency by
cross-checking with the consistent metadata store, but still using S3 as the
the source of truth. This access policy will be well suited to users who want
an improved consistency guarantee but also want the freedom to load data into
the bucket using external tools that don't integrate with the metadata store.
